Job Requirements:

  • Bachelors degree in Business, International Development, Finance/Accounting or similar.
  • Essential:
  • Highly developed interpersonal and English communication skills including influencing, negotiation, and coaching.
  • 3 years of experience in INGOs and 2 years in managing Awards, contracts & sub-agreements with knowledge of major donors’ guidelines (e.g. USAID, ECHO, DFID, SIDA etc.)
  • Relevant experience managing donor funded projects with International NGO’s particularly those addressing human/children’s rights and those applying partnership approaches.
  • Strong analytical skills and strategic planning abilities. Computer literacy and excellent documentation skills are a must.
  • Ability to proactively identify issues and problem solving skills to address these.
  • Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Excellent time management and planning capacity

Availability and willingness to work extra hours during times of humanitarian responses

Job Description:

  • The purpose of this post is to lead the planning, securing, and managing of both development and humanitarian awards in NES AO. The position plays the lead role in award information management across departments within the Area Office.
  • Under the direction of the Head of Program Operations and Awards Director, the Awards Manager will be responsible for ensuring that the Area Office adheres to all its award management obligations internally within and externally with partners and donors. This position is responsible for all the awards in NES AO and assigned portions of multi-locational awards, and will ensure compliance with award management core processes, donor-specific requirements and make recommendations for improvements. This position is also responsible for supporting the Head of Program Operations in project management by monitoring the budget tracking tool and IPTT and flagging any issue from a compliance perspective to the budget holders and Head of Program Operations. This position is also responsible for all the communications with the SRO Main Office regarding Awards.
  • Award Management core processes include proposal development, kick-off, supporting reporting team for the financial and narrative reporting coordination, awards (BVA) monitoring, awards-specific aspects of partnership management, and closeout. This role will work closely with program implementation, PDQ/MEAL, logistics, and Finance. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

  • Reports to: Head of Program Operations – NES; Dotted Line reporting to Awards Director (Main office).
  • Staff reporting to this post: Awards Officer
  • Role Dimensions: Program Operations, PDQ/MEAL, Logistics, and Finance. Will involve working with Members and Donors on all NES Awards.

Proposal Development and Reporting

  • Lead compilation of the JORT for new Area Office opportunities and facilitate Area Office CMT decision-making as needed;
  • Contribute to the JORT for multi-locational opportunities led by the Main Office;
  • Lead the compilation of the Award Risk Assessment for Area Office proposals;
  • Contribute to the Award Risk Assessment for multi-locational proposals led by the Main Office;
  • Supporting Reporting coordinator in Main Office in coordinating and quality ensuring of Area Office awards programmatic and financial reports for members/donors in line with reporting schedules and templates. Leading the coordination and ensuring the quality of reports for monthly donor reports;
  • Review partner proposal budgets for quality and completeness;
  • Build and maintain relationships with partners and internal departments to support the coordination of reports;
  • Work with Main Office to maintain AMS proposal and reporting schedules and the inputting of data to accurate, satisfactory KPI performance.

Awards and Sub-Awards Management

  • Lead and facilitate award kick-off meetings for Area Office and partner staff as appropriate; including a focus on donor requirements and ensure these occur at the start of each award (within 30 days);
  • Lead monthly Award Review meetings with all relevant departments in which programme and financial performance are reviewed;
  • Highlight and prepare documentation for any project modifications, including budget revisions, amendments or extensions which require Main Office/member/donor consent and approval. Ensure such changes are made in close consultation with the relevant budget holders, Main Office Award staff, partners and Members, and processed on the AMS or with the Main Office in advance of any submission;
  • Communicate and coordinate with Main Office and Member contacts to understand and record any changes related to donor compliance requirements and reporting dates;
  • Participate and support in award management and compliance aspects of partner assessments;
  • Participate in informal partner vetting and advise Head of Program Operations, Head of Office, and Awards Director accordingly;
  • Submit all partner vetting information in a timely way to Main Office Awards Department;
  • Facilitate and coordinate – when necessary – any communication between the Main Office and the Area Office budget holders and Finance;
  • Lead the delivery of award management/compliance capacity building to Area Office and Partner staff
  • Coordinate and lead monthly Sub-Award Review meetings which are led by the Programs team are taking place with all partners in a timely calendar;
  • Track sub-award progress in coordination with budget holders and escalate issues as they arise;
  • Review Area Office procurements with a donor compliance lens;
  • Participate in Area Office audits or multi-locational audits as required;
  • Lead Close Out proceedings in collaboration with budget holders for Area Office and partners;
  • Ensure all GIK received by the Area Office is processed in collaboration with the Main Office per GIK core processes and documentation standards;
  • Play as the focal point for the Area Office awards, and make sure that Main Office Award staff are aware of all award management communications with members;

Project management

  • Support the Head of Program Operations in keeping track of the budget management of all the Awards by regularly updating the budget tracking tools and highlighting any issues in the budget management;
  • Develop and update the budget tracking tool together with the Head of Program Operations and Finance Manager to make budget management more efficient;
  • Monitor the IPTT during the Awards Review Meeting and flag any concerns in terms of achieving the targets and make necessary communications with the Main Office for information or approval on any change required;
  • Ensure that all the project planning documents are developed by the concerned departments before the kick-off meeting;
  • Build the capacity of the budget holders in using the budget tracking tools and IPTT, together with the Head of Program Operations and MEAL.

Portfolio management and strategy

  • Maintain all aspects of data entry and data quality on AMS for Area Office awards and Sub-Awards; AMS processing for multi-locational awards to be managed by the Main Office;
  • Support Head of Office, Head of Program Operations, and Finance to develop budget code structure;
  • Support Finance to oversee Area Office award portfolio;
  • Provide Awards Director and Head of Program Operations analysis of gaps, forecasts and keep budget holders informed of progress as well as if and when corrective measures are required;
  • Produce management reports and escalate identified portfolio issues in a timely manner;
  • Support Member visits to Area Office as appropriate.
