Duty Station: Derek 25%, Hasakah 25%, with travel to field (around 50%)

Job Requirements:

The requirements should establish a baseline (minimum) for educational background, previous work experience, professional knowledge or certification, specific skills and strengths and any other skill necessary to perform the essential functions of the job. 

  • Bachelor’s degree in social sciences, Education, Psychology, Human Development, Social Work, or related subject at least, master’s degree will be an advantage.
  • Five years’ experience in Early childhood development, education, or child protection programs of which, at least, 3 years are in a managerial role
  • Prior experience and proven record of strong capacity building skills and applying a variety of approaches to capacity building.
  • Prior experience and excellent understanding of working in emergency settings or insecure environments
  • Strong budget design and management skills. Solid demonstrated experience in planning, reporting, monitoring and evaluation.
  • Strong written and oral communication skills.
  • Strong representation and liaison with external parties.
  • Must be capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, training, and transfer of technical knowledge and management skills to others.
  • Demonstrated track record in working with teams, showing high performance in a multi-cultural environment, demonstrating flexibility, and ability to handle pressure.
  • Excellent Computer skills: MS Word, Excel.
  • Fluency in Arabic and excellent English (written and speaking), Kurdish is preferred.

 

Working Environment:  The position holder will be roving to provide the necessary support to all ECD Program locations in NES, based in Hasakah and Derek.

Job Description:

Program Implementation and Quality

  • Supervise field based ECD teams, ensuring accountability to IRC policies and donor rules and regulations. Ensure that ECD staff and services adhere to best practice, professional standards and principles.
  • Monitor direct reports workload to ensure it remains manageable, provide support when required and report challenges to the ECD coordinator.
  • Support the preparation of monthly and weekly workplans with clear objectives and achievement benchmarks, long-term and short-term priorities, in line with programmatic vision and strategies.
  • Ensure that weekly meetings are held with the ECD managers and officers and share the minutes and relevant action items with the ECD coordinator.
  • Ensure key programmatic and operational information is shared with the relevant stakeholders and the ECD Coordinator, this includes Minutes of meetings, up-dating program trackers and daily/weekly/monthly reports, etc.
  • Work with the ECD Coordinator to ensure that field realities and needs are reflected in the vision and direction of the ECD program
  • Oversee implementation of ECD activities, services, and research components across governorates, in collaboration with relevant team members.
  • Conduct regular field visits to monitor and support activities, sharing visit reports and recommendations to field teams and management
  • Harmonize work approaches and best practices across governorates and teams, ensuring that program initiatives address needs adequately and cost-effectively
  • Act as focal point of the ECD program with IRC support departments, to ensure all ECD operational and logistics needs in are met in a timely manner.

Project and Financial management:  

  • Provide direct support to management of grants at the field level – including financial planning and tracking, procurement planning, spending plans and cash forecast with the support of the ECD coordinator on monthly basis.
  • Work with the ECD Coordinator in identify gaps in existing ECD programming and work with the team to develop innovative approaches and mechanisms to address them.
  • Work closely with the ECD Coordinator in the design and development of new and potential funding opportunities for ECD programming in line with IRC WoS’s Country Strategy.
  • Support the ECD Coordinator in producing high quality donor reports and other materials as required.
  • Work closely with the Grants unit and relevant sectors to achieve overall grant activities, deliverables, and budget compliance within donor guidelines.

  • Ensure effective Budget management and appropriate and timely spending of grants to achieve program goals in collaboration with relevant team members.

Operational Support 

 

  • Build the capacity of ECD program staff and partner organizations on an operational procedure and polices of the organization.
  • Act as focal point for procurement and logistical needs and requirements for the ECD activities, and in coordination with the supply chain unit, securing all materials necessary for the ECD program, warehousing and distributing them with the required quality and according to the organization’s procedures, and managing the movement of ECD program staff.
  • In coordination with the Finance Unit, ensure all program payments are included in the budget, review all transactions monthly, prepare a salary mapping and cash forecast monthly, developing the procurement tracker, and follow up the BvA (Budget versus Actual).
  • In coordination with the Human Resources Unit follow up the recruitment, contracts renewal, training, and learning.
  • In coordination with the Access Unit, obtain all necessary approvals to carry out activities and attend meetings with all relevant stakeholders such as local authorities and partners. Ensure safe access for employees and clients to all locations.
  • Coordinate with ECD the Program Coordinator and with other Program senior managers and managers and Admin Officer on all relevant operational issues.
  • Ensure that ECD staff and services adhere to best practice, professional standards, and principles.
  • Follow up all the challenges and needs of the field and respond to them on time.

Coordination, Partnership and Scaling, and Representation:

  • Act as a focal point with IRC partners, donors, and other stakeholders, ensuring clear, professional communication and support in in service delivery of ECD activities in across NES.
  • Organize and attend regular meetings with relevant stakeholders to ensure a coordinated and streamlined approach across target areas. Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, sector working groups, UN agencies, international and local NGOs, and other relevant actors;
  • Represent the IRC ECD program in external coordination spaces and partnerships and scaling initiatives with local partners and local authorities;
  • Support the ECD Coordinator and ECD partnership and scaling manager in the development of strategic partnerships and scaling pathways in NES to facilitate effective adoption and implementation of an integrated ECD activities and scaling up.
  • Work with Partnership colleagues to come up with strategies for integration of ECD activities and Ahlan Simsim content across a range of partner programs.

 

Monitoring and Evaluation

  • Act as key focal point for data quality and data screening with ECD Management and M&E team;
  • Support in the planning and coordination of M&E and learning activities;
  • Review and interrogate data with M&E teams, field teams and ECD program management to identify gaps, trends and quality improvement opportunities;
  • Ensure key learnings and recommendation from M&E team are taken into consideration by front line implementers and result in program quality improvement;
  • Support, monitor and follow up on the implementation of Ahlan Simsim programs through local partners and scaling pathways.
  • Support learning and knowledge development and dissemination activities;
  • Timely identification and discussion of project M&E issues with ECD coordinator and NES MEAL focal point

 

Human Resources and Staff Management and Development

  • Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
  • Supervise and mentor direct report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews.
  • Provide constructive feedback and counsel on appropriate career paths and professional development.
  • Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
  • Offer leadership support for successful adherence by staff to IRC’s Global HR Operating Policies and Procedures.
  • In collaboration with the HR, support recruitment of program staff as needed.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

  • Other duties as assigned by direct manager to enable and develop IRC programs
