Job Requirements:

ESSENTIAL REQUIREMENTS:

-Excellent oral and written English; knowledge of Arabic and Kurmanji;

-Minimum of 3 years of relevant professional experience in the field in humanitarian / development cooperation sector, with international or local NGOs;

-Previous professional experience in project management;

-Knowledge of project management cycle;

-High donor reporting skills;

-Basic knowledge of project financial follow-up steps; as well as NGOs logistic procedures;

-Relevant computer software skills with proficiency in Excel;

-Ability to travel across NES;

-Strong planning / organization skills;

-Excellent communication and relational skills (internal within the team and external with partners).

DESIRABLE REQUIREMENTS:

-Experience in implementation and reporting for an ECHO project;

-Previous experience in health and/or protection.

Job Description:

General Responsibility:

The Project Officer shall provide:

  • Programmatic support to ECHO VI project

Position based in Amuda with frequent travels through project areas of operation across NES (including overnight travels to Raqqa).

The Project Officer is required to duly and timely perform all programmatic and operational tasks assigned under the general supervision of the Project Manager in support and close coordination with relevant departments. Note that this job description shall remain flexible, to respond to additional tasks or changes as identified by the line manager.        List of tasks assigned:

Coordination/representation:

-Ensure close collaboration with relevant local authorities and other humanitarian partners in the areas of intervention; including Camp Administration and Camp Management in camp settings;

-Support the PM in organisation of team and project coordination meetings, and support in taking the minutes of the meetings;

-Representing the project in the technical meetings and in sectorial/geographical coordination meetings not attended by the Medical Coordinator, Medical Advisor, geographical POs or PM upon PM assignment;

-Support PM in assuring and maintain good relationship, good communication flow and good coordination with UPP partners in the project;

-Assure and maintain good relations with all the project team, including technical teams (Medical, Protection, MEAL);

-Establish / follow up on mechanisms to improve effectiveness and efficiency of field activities and ensure coordination and information sharing among the project components and stakeholders.

Reporting/MEAL/Proposal writing:

-Support in donor reporting (including intermediary and final reports, as well as when support is needed review of quarterly and monthly reports);

-Support in internal reporting, ensuring monthly tracker is timely updated as well as Project Monitoring Tool on a monthly basis;

-Support in drafting any other report that might be required by the PM;

-Support in ensuring timely reporting by the two implementing partners;

-Support the PM in checking monthly project data and in following-up on project achievements and indicators;

-FCRM focal point, ensuring that appropriate responses are provided to beneficiaries/staff complaints in coordination with East and West Project officers;

-Support the PM in drafting any proposal that might require support of the ECHO program team.

Admin/logistics:

-Support the PM in identifying project needs;

-Support the PM in launching and following-up on procurements and purchases for the project;

-Support the PM, when asked, in drafting supportive documentation;

-Support the PM on tracking staff per diems and checking/validating monthly payrolls;

-Support the PM in stock management of the project and in the organisation of trainings;

-Supporting the PM and the Administrative team in ensuring the overall management, control and oversight of administrative and financial procedures, in compliance with UPP organizational systems and instructions;

-Support the PM and the Administrative team in budget follow-up and forecasting, while adhering to compliance with donor requirements;

-Ensuring project documentation for all implemented activities is complete, archived and in line with donor requirements;

-Work in close collaboration and coordination with the project partners and facilitate the collection and the revision of administrative and supporting documents from the partners.

Facilities follow-up:

-Support the Project Manager (PM) in planning, managing, implementing and monitoring all the project activities related to the health and protection components;

-Follow-up on ECHO VI facilities in direct contact with West and East Project officers; through regular field visits, follow-up on action points, coordination with other UPP relevant departments (Medical, Protection, MEAL, Admin, Logistics, Security);

-Monitor the project needs in terms of correct functioning of the health facilities and protection services supported and report them to the PM in direct coordination with geographical project officers;

-Project focal point for protection mainstreaming, support protection team in ensuring protection mainstreaming in all supported facilities in coordination with the 2 geographical project officers;

-Keep track of the health service continuity tracker and ensuring it is timely filled and sent to relevant mission focal point;

-Facilitate seminars, training and capacity building activities in the framework of project, prepare/support the trainers in preparing training reports, providing all training related documentation and regularly monitor the training tracker in coordination with the MEAL Officer.

Average Salary Range: 1000 – 1200 USD according to experience. Health insurance and transportation allowance are not included. 50 USD yearly seniority bonus.
