  • 2 years’ experience in similar position
  • Excellent and Strong English, written and spoken. Ability to write reports in English is preferable.
  • Computer skills, including basic knowledge of Excel and Power Point.
  • Leadership & Management skills, Supervisory experience

Job Description:

Administrative support to all program activities in NES:

Ensures the program objectives and achieving impact are met.

  • Coordinate and communicate with the coordinators of health facilities in all locations (Raqqa Hospital, Al-Qahtaniya PHC, Kesrah hospital DRZ, Tal Baydar PHC, Kobane Hospital) and any other supported facilities.
  • S/he will assist in data management across all supported locations in NES.
  • S/he will work in close collaboration with data entry and data register in MRFS supported facilities.
  • He /She will be responsible of their task management, inclusive of necessary preparation, implementation and follow up collecting data properly
  • Ensure the Procurement plan, HR plan are regularly updated.
  • Work closely with MEAL team by updating data on system (DHIS) timely.
  • Provide data analysis reporting following extraction templates or when needed based on Manager requests.
  • Provide information to field teams directly for specific limited information requests (beneficiary details, assistance records etc)
  • Produce other documentation required by the field teams on request from medical officers/Managers.
  • Translate data from Arabic into English (if needed).
  • Support the roll-out and development of new databases and processes by providing quality feedback on their utility/impact and suggest improvements where needed.
  • Provide technical input to new database development (with agreement of Manager).
  • Ensure proper and regular back-up of data using agreed tools in coordination with Manager.
  • Provide regular internal reporting on activities, consultations and beneficiaries for the purposes of internal monitoring, and coordination reporting as needed in coordination with Manager.
  • Produce high quality and timely information reports when requested.
  • Prepare additional internal/external reports as needed.
  • Follow up with the coordinators of all facilities supported to identify their needs and work closely with Senior program manager and DCD/CP/NES- Erbil Program Manager on PRs for the items needed.
  • In collaboration with the Senior Program Manager / DCD/CP/NES, Erbil Program Manager led the development of concept notes, project proposals, and donor reports to expand the program portfolio of the mission;
  • Maintain working relationship with the facilities management, health committee, and relevant clusters and interface with them on a regular basis.
  • Work with medical Officers and follow up of daily activities.
  • Focal point for supported facilities (Letter of intent of MOU): HR (updating health facilities staff changes reflected to payrolls, FSR for staff recruitment and replacement, time sheets, etc.), supplies (prepare, collect approvals and follow PR for monthly running costs and needs including fuel according to the allocation)
  • Prepare PRs for trainings: accommodation, training materials, and travel costs, etc.
  • Prepare PRs and collect approvals for monthly program supplies, running costs and needs including fuel according to the allocation.
  • Follow up on PRs for its timely delivery.
  • Ensure quality check of the requested and provided items in coordination with the procurement team
  • Preparing, reviewing Donation Letters and transfer letters (DL&TL) and following up with supported health facilities items donated to.
  • Liaise with relevant stakeholders on MRFS programs.
  • Support the translation of program material (training modules, documents, surveys) if necessary
  • Manage the proper filing and archiving of all sector files, responsible for ensuring all administrative documentation is properly filed.
  • Follow up complains with the complainants and communicate with the directors of the hospitals and PHCs to solve the issues raised.
  • Work with IT to ensure all assets are delivered and donated.
  • Work with Data entry and MEAL staff on the data collection, cross check the received statistics and information.

Logistics:

  • Keep updated database of relevant information including: facilities within the project areas supported by MRFS (full and partial support), dates of supply delivery.
  • Utilizing existing database to keep track of logistic and HR issues for Program team
  • Updated list of facility deliveries
  • Collect and submit transportation and items movement plan.
  • Make GRNs for the items delivered and submit to logs.

HR/Admin:

  • Keep updated database of all incentive staff for all MRFS supported facilities.
  • Share any changes in incentives with HR department and keep updated list of staff.
  • Raise the attendance reports of all facilities supported.
  • Liaise with health facility medical coordinator to follow up re: staffing changes and documentation required for HR processes (including documentation, IDs, photographs required for BI check, etc.)
  • Work with HR department re: updating contracts and staffing lists for payroll purposes
  • Keep and update MOUs for the health facilities

Reporting:

  • Work closely with reporting and monitoring staff and collaborate with them.
  • Develops weekly work plan integrating the support to all sectors and reports to supervisor on a weekly basis.
  • When necessary, assists in the regular collection, entry and compiling of program reporting data
  • The Program officer is reporting to the Program manager

Miscellaneous:

  • Attend meetings with various departments as requested by the supervisor
  • Assist in arranging meetings and training by arranging venues, stationery, etc. as requested
  • Travel to field sites if necessary and requested by supervisor
  • Adhere to MRFS Code of Conduct and internationally accepted humanitarian principles
  • Follow all MRFS rules and regulation including security clearances before travel
  • Any other tasks as requested by the supervisor
