Job Requirements:

The position requires a university degree or experience in relevant field. The candidate should have at least 03 years of work experience focused on humanitarian assistance, relief or development work; experience with cash transfer programming a plus. Demonstrated direct experience with project design and implementation, monitoring and evaluation and donor reporting for humanitarian programming, ideally in a highly insecure context. Candidate should possess strong data management abilities and must have experience in implementing, designing or monitoring cash or livelihoods programs that focus on wheat value chain that include support to agriculture inputs related to wheat farming, irrigation techniques, farmers’ cooperative initiatives, solar system linked to wheat value chain, small & medium businesses, addressing knowledge gaps through apprenticeships and farmers trainings. Experience with market mapping, value chain analysis, and other relevant market assessment tools is preferred. Demonstrated ability to collaborate closely with a broad range of stakeholders in different geographic locations , experience with remote monitoring a plus. Proven capacity to work cooperatively with colleagues from other departments in a team environment, and to engage with and lead a diverse group of people. Understanding of participatory methodologies for project design, implementation and evaluation preferred. Active knowledge of humanitarian standards and codes, including SPHERE, HAP is an asset. Good communication and coordination skills required. Fluency in written and spoken Arabic with good knowledge of spoken English will be an asset. The incumbent Should be familiar with MS Office software especially Excel, Word and Power point.

Responsibilities/Duties:

STRATEGY & VISION

  • Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed in the area of operation.
  • Establish direction by prioritizing and organizing actions & resources to achieve objectives and contribute to the overall strategy development of the department.
  • Develop and organize activities for programs and convince stakeholders to provide support.

TEAM MANAGEMENT

  • Support Livelihoods Program Manager and Agriculture Senior Officer to ensure that all aspects of FCDO livelihoods field activities are managed according to organization and donor regulations.
  • Lead on field-level surveys, need assessments, and data and information collection for the purpose of monitoring ongoing livelihoods activities, and for reporting
  • Working with Agriculture Senior Officer to contextualize and update participant training manuals.
  • Participate in livelihoods and community meetings to identify priorities and interventions and supervise beneficiary trainings.
  • Contribute to the development of the overall program livelihoods strategy, specifically in terms of needs, priorities, and geographic location for activities.
  • Ensure a good understanding of the Syrian context and humanitarian need trends.
  • Provide Program Assistant with training schedules and put monthly and weekly training plan, identify the training costs.
  • Work closely with the Program Manager to ensure the implementation of livelihoods activities are in line with the program objectives, and on time. Produce reports to the Program Coordinator and the PM on implementation updates as required.
  • Monitor and maintain coordination with the village and sub district/district heads for all areas in which the Organization livelihoods programs operate in Hassakah.
  • Understanding and appropriate application of SPHERE guidelines and promotion of best practices.
  • Ensure all field livelihood program activities are in line with Organization strategy/policy.
  • Support with and review the feasibility assessments providing recommendations to the Program Manager
  • Double check beneficiaries and distribution lists being received from field and ensure data and program quality.
  • Closely support the monitoring of project activities from the design phase through to implementation and close out.
  • Monitor the progress of livelihood interventions against work plan and provide feedback and suggest implementation changes when relevant.
  • Understand, uphold and develop Standard Operating Procedures as may be necessary.
  • Establish an effective filing system and keep track of data received.
  • Make sure that all supporting documentation is prepared and filed according to Organization procedures.
  • Pay close attention to issues, incidents or concerns. Maintain up to date Issues Logs, and alert the Livelihoods Program Coordinator and Program Manager of issues and offer possible solutions.
  • Where possible, provide technical support, direct and/or remotely, for the technical components of the program implementation. Liaise with the Agriculture Senior Officer, Program Manager and Organization ’ technical experts to acquire the required technical support.
  • Support within inputs into the development of lessons learned through the identification of program strengths, weaknesses, and challenges.
  • Liaise with relevant support departments and Program Manager to ensure compliance with donor rules and requirements.

COORDINATION AND REPRESENTATION

  • Conduct themselves both professionally and personally in such a manner as to bring credit to Organization and to not jeopardize its humanitarian mission or put the team, assets and mission at risk.
  • Participate in and support internal office coordination and planning meetings and workshops.
  • Provide support to the design and development of new proposals where requested.
  • As required by the supervisor, represent Organization at donor meetings, or government and sectoral coordination fora/meetings.
  • The Livelihoods officer is expected to travel to all implementation areas on a regular basis (up to 50%) to ensure sufficient and quality support of the livelihoods team

ACCOUNTABILITY TO STAKEHOLDERS

  • Ensure that beneficiary communities are adequately informed about programs, are aware of their entitlements, are comfortable to give feedback and that feedback is used to improve the quality of our programs.
  • Draft CARM responses for Livelihoods Program Coordinator’s review.
  • Integrate M&E and accountability systems that are compliant with HAP international benchmarks, SPHERE and other relevant standards, as well as to Organization ’ and Donors’ requirements.
  • Help with the implementation of a Community Accountability and Response Mechanism appropriate for a cash transfer program.
  • Ensure all activities are gender sensitive and follow Organization ’ Gender Equity Policy.
  • Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Organization and to not jeopardize its humanitarian mission or put the team, assets and mission at risk.

OTHER

  • Participate in and support internal office coordination and planning meetings and workshops.
  • Assist in any other task or duty assigned by the supervisor.
