Job Requirements:

1.1 Bachelor’s degree in relevant field with strong knowledge of types and procurements of commercial transactions.

1.2 Proven experience in Humanitarian logistics, procurement, stock management.

1.3 Good understanding of the procurement rules and regulations of major international donors.

1.4 Experience in working in complex humanitarian setting, experience of security related responsibilities desirable.

1.5 Ability to work with extremely tight deadlines and multiple tasks, delivering good quality work in timely fashion.

1.6 High level of interpersonal and negotiation skills and motivation to work as part of a team.

1.7 Proficiency in using MS Excel and Word programs, and common computer and communications applications.

1.8 Excellent written and spoken English, Arabic and Kurdish.

Job Description:

1 Internal Control Compliance; –

1.1 He/she will be Responsible of the internal control in Asset, Inventory, Fleet, stock management, lease contracts management of PHCCs.

1.2 He/she will be Responsible in ensuring implementation of the technical SOPs (Asset, Inventory, Fleet, Access control policies, stock management) policies of logistics/security procedures at the mission level according to MDM standard Logistics & Security Guidelines.

2 Supply Chain, Warehouse & Contract Management; –

2.1 He/she will be Responsible for dispatch of project supplies in close connection with the Field Manager of the project office, medical manager, admin/Hr officer, and Logistics Coordinator.

2.2 He/she entertain stock request from coming from different departments by making donation certificate and approved from the different level as per MdM standard Procedures.

2.3 He/she will be Responsible to ensure that the donor & MDM stock management, internal control and ensure administrative documentation of stock cards, stock release and donation certificates.

2.4 He/she will be Responsible to ensure effective stock management by implementing proper stock cards, maintaining monthly stock reporting, ensure quantity received supply/goods as per PO or contract.

2.5 In coordination with Field Manager and Finance Officer, prepare on a monthly basis the forecasts of expenses of the generators, rental premises, PHCC maintenance and all other related costs.

2.6 Timely follow up of the maintenance needs of PHCS needs, Lease contract of premises vehicle, internet, generator subscription, generating MRs and working on the extension or renewal of contract.

2.7 Responsible for the NES/Amuda supplies stock management and reporting.

2.8 Maintain and be responsible for management for all non-medical stocks at base level.

2.9 If irregularities upon reception (missing or damaged packages or products, product errors, etc.) appeared, note them and inform promptly the Logco and Field Manager.

2.10 Ensure that all goods are well organized and correctly stored, well protected, fully identified and easily accessible (cleanliness, security, access, etc.).

2.11 Ensuring, supervising, monitoring and reporting logistics supplies need from PHCs on monthly basis.

2.12  He/she will be responsible of preparing the logistic shipments to other bases in coordination with the supply officer.

2.13 In coordination with the medical team, he/she will be responsible for receiving the drugs and medical equipment’s from the border, as well as for other supplies in coordination with the supply officer.

3 Assets & Inventory Management of the Project; –

3.1 Recording & Physical verification of Assets every new asset to MDM Assets list.

3.2 Maintaining Assets list according to donor and tracking their locations.

3.3 Issuing assets to new staff through assets transfer form properly approve from logistics coordinator and signed by receiver and making archiving of those assets transfer form.

3.4 Responsible for all Equipment/Assets management, Tracking, Tagging, at the Project level in Close Coordination with field Logistics Manager in the field and with technical support from Logistics Coordinator.

3.5 Responsible for monthly updating Assets lists by keeping a close coordination with Logistic Coordinator in case any asset is purchase at the field level and recording in the asset list.

3.6 Responsible for Keeping records of Equipment/Assets Transfers, asset lone certificate, assets identification Cards at the Project level for all the Equipment’s.

3.7 Reporting issue/loss/damage of assets and compiling the report to that affects

4 Security Management.

4.1 He/she will assist Field manager/Logco for collection of security information’s. Security analysis and security networking at the base level.

4.2 He/she assist Field manager/Logco in monitoring of security situation of the project area by collecting security information and local networking of different stakeholder related to security.

4.3 Responsible for the application of securities SOPs to ensure safety and security of staff, premises and Assets

4.4 conducting security assessment for the premises, roads. etc. as per required with the support of field managers and logistic coordinator.

5 Fleets & PHCs Maintenance Management:

5.1 Responsible for the fleet management (weekly movement planning with team. Movement arrangements etc)

5.2 Management of assigned team (Drivers) ensuring all duties are carried out and HR guidelines followed.

5.3 Ensure that all new staff are trained on logistics procedures.

5.4 Regularly visits PHCs identify maintenances needs, process the need of maintenance and execution of those works on timely and efficient way.

5.5 Prepare regular, timely and accurate logistical weekly and monthly reports (generator/ vehicle/contract follow-up, logistics stock, logistics report, statement of equipment, inventory list).

6 Access: –

6.1 Participate to any scheduled technical and coordination meetings when needed.

6.2 Assist field manager/Logco during identification of MDM locations to work, access officer should collect information about the possible places from the different networks (authority, community leaders, HF… etc.), access officer can check the other needed information about the location safety, access.

6.3 Assist field manager and Logco in Assessing daily the security context, National and Local.

6.4 To get verification of safe access by communication with key people (to be identified in each targeted location) before each field visit.

6.5 Assist the Field Manager in the execution of security related activities, as described by the security plan documents, when responding to emergencies affecting Staff.

7 Reporting.

7.1 Equipment List of the Base

7.2 Monthly Stock Report of the NES/Amuda

7.3 Generator Fuel Report/analysis of each location.

7.4 Update Lease agreement Follow Up.

7.5 Security report including major security incidents.

8 OTHERS:

8.1 Be flexible in performing his/her duties.

8.2 Perform other additional duties on request by the Field manager or logistics Coordinator

8.3 Inform immediately the security focal point in case of any security problem in the field.
