Job Requirements:

Bachelor’s degree in administration and/or equivalent qualification or equivalent 2 years of experience

EXPERIENCE and SKILLS

At least 2 year of prior professional experience in a similar post, extensive experience with recruitment would be preferred

At least 2 years’ experience working in the private business sector and/or in the NGO sector with

         Demonstrated ability to work effectively in a fast-paced, stressful environment.

Ability to maintain strict confidentiality and keep safe personnel files.

Excellent computer skills (Power Point, WORD, EXCEL, Internet/ E-mail).

Experience working in Syria and knowledge of USAID procedure and guidelines (advantage)

Ability to speak and write effectively in English and Arabic.

Knowledge of Syria labor laws.

Excellent time management and prioritization skills.

Ability to mean deadline and work commitment with minimum supervision.

Proven leadership, teambuilding and problem-solving skills.

Excellent interpersonal, organizational and communication skills.

Job Description:

The HR Officer is responsible for carrying out the Human Resources (HR) function at Hasakah office with supervising the HR assistant at Hasakah and Deir ez Zor office if any. The HR officer will be responsible for recruitment process, documentation, leading performance review, new team member’s orientation complied with policies and procedure.

The role reports to HR Manager

Team member reporting to this post: HR Assistant at Hasakah and Deir ez Zor office

From time-to-time or in the event or emergency, the team member will be expected to work more than regular working hour or perform task outside the role profile after line managers approval.

KEY AREAS OF ACCOUNTABLITY

Leading the recruitment process (new or replacement) at Hasakah office and some recruitments at Deir ez Zor office based on line manager’s request.

Managing the hiring process through preparing Longlist, shortlist (if required), scheduling interview and written test, background check, creating JO and contract on time in coordination with Erbil HR team.

Coordinate with the HR assistants both at office and field locations (if any) to make sure that Personal documents are created and delivered on time to Erbil.

Supervise the HR assistant/s and follow up on their performance and improvement plan.

Provide HR induction to new joiner and brief them on HR policies and assure further adherence.

Making sure probation evaluation process is submitted on time using most up to date version of the form.

Brief team member regularly on any changes within the department and ensure compliance with Blumont policy and procedure.

Ensure all team member and managers informed of all changes in policy and procedure timely.

Assist in preparing monthly payroll by providing relevant data and supporting document.

Follow up on records of all types of leave (annual, sick, maternity, LWOP, and etc.) for national team member and ensure that established policies and procedures are implicitly followed by everyone.

Maintain (record/update) HR database.

ADDITIONAL JOB RESPONSIBILITIES

Coordinate and support the performance appraisal process though providing refreshing session and following up with the team to get complete form on yearly basis

Provide weekly, monthly and other relevant information and reports as needed.

Monitor team member’s contract expiry and advise/follow up with line manager on time

Lead the ID creation for new joiner and renewing them when and as needed in coordination with Erbil HR team.

Any other reasonable duty as may be assigned that is consistent with the nature of the job and its level
