Job Requirements:

Essential

  • Graduate education or relevant certificate
  • Two year of relevant experience, such as data collection and analysis, customer service, reporting
  • Practical experience in M&E system coordination/implementation in an international non-governmental organisation
  • Experience in community mobilisation and community-level dialogue
  • Experience in assessments and surveys at camp and community level
  • Demonstrable track-record in data tracking and evaluation, with the ability to support staff and partners on M&E methodology and analyse and disseminate information to a range of stakeholder audiences
  • Strong skills in excel and other data management software
  • Experience in knowledge and database management
  • Working knowledge of data/statistical programmes e.g. SPSS
  • Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
  • Strong communication, influencing and interpersonal skills in English, with experience working in multicultural, multi-location, values driven teams
  • Ability to write in excellent English and produce reports
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
  • Good reporting and analytical skills
  • Good English skills
  • Fluent Kurdish and Arabic

Desirable:

  • Background of implementing effective M&E systems and/or accountability mechanisms in emergency responses
  • Education to BSc/BA/BEng level in Social Sciences, Public Health, Statistics or related field
  • Use and experience in digital data collection such as KOBO

         

Job Description:

Programme Monitoring

– Prepare M&E Plan from the log frame for each project and share in kick-off meetings for finalisation

– Train Project Officers, MEAL Assistants and partner organisations’ MEAL equivalents on rolling out M&E Plan for each project

– Ensure that all indicators in the log frame have plans to be measured including plan for baseline and end line with support from MEAL Coordinator

-Train and regularly review and support capacity of Project Officers to report monthly Activity Tracker

– Provide reach data for output tracker for projects to MEAL Coordinator to contribute organisational level database

– Support programme officer in the correct use of activity tracker, attendance databases, and other tools as appropriate

– Validate data from the field and prepare IPTTs for projects on a monthly frequency

– Support or lead in planning all surveys, including baselines and end lines, RNAs, and FGDs with support from MEAL Coordinator

– Support MEAL Coordinator for providing technical support to Project Officers to ensure that attendance records are up to date and correctly recorded for all programmes

– Support MEAL Coordinator for documenting all reach in distribution activities

– Organise and conduct PDMs for distributions and prepare reports to share with Field Manager and MEAL Coordinator

Quality Monitoring

– Ensure that quality monitoring is conducted on a regular quarterly frequency for all projects

-Enhance capacity, train and support MEAL Assistants in conducting quality monitoring including those MEAL equivalents with partners

-Prepare reports on quality monitoring against quality checklist and share with Deputy Field Managers and MEAL Coordinator as per agreed schedule

-Follow up action plan closure for quality monitoring and prepare monthly reports to provide status to submit to Deputy Field Managers and MEAL Coordinator

Accountability

-Establish an effective functional system for complaints & feedback handling mechanism at both camps and community level

-Ensure that complaints & feedback mechanism is functional and accessible to all beneficiaries

-Develop a monthly trend analysis of complaints & feedback at organisational level giving status of response by program teams and share with Field Managers and MEAL Coordinator

-Assist Field Managers and MEAL Coordinator in carrying out inquiry in serious nature of complaints

-Enhance capacity, train and support MEAL Assistants for rolling out and ensuring robust accountability system in all projects

-Support partner MEAL team on establishing a functional MEAL system in line with the above

-Prepare monthly report on accountability to share with Field Manager and MEAL Coordinator

-With support from MEAL Coordinator conduct a data quality assurance test on a biannual frequency

-Support MEAL Coordinator in preparing biannual data quality assurance reports

-Ensure that all data that is being submitted (Activity Tracker, IPTT, output tracker, quality monitoring) is reviewed with data completeness and verified with program

-Supervise incentive workers working on data collection for timely and quality data

Evaluation and Learning

-Support program and MEAL Coordinator for field level operation of evaluations and other research (market research, formative studies, situation analysis, etc.,)

-Support program team in conducting review and reflection workshop

-Support MEAL Coordinator in data analysis for preparation of reports

-Support MEAL Coordinator for annual reporting such as Total Reach

General

-Comply with NGO policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

-Help be responsible for the security of all staff. Ensure that the security, health and wellbeing of staff are ensured and staff management and other processes and policies and systems reflect the NGO’s principles of equity and fairness.

-To perform such other responsibilities as agreed with your line management.
