Job Requirements:

The FSL Project Assistant – Food Security is required to embody the following qualities and to always maintain compliance with ACTED Rules and Policies:

  • Bachelor’s degree in veterinary.
  • At least 2-years previous experience in agriculture (veterinary) sector.
  • Basic knowledge in Office program specially Excel and word.
  • Basic level of English (reading and writing) is an advantage.
  • Previous relevant NGO experience is an advantage.
  • From Hasake or Der ezzor governorates.
  • Abulity to travel locally in Hasake and Der ezzor governorates (not GoS area).
  • Has a clear understanding of the agriculture value chain in North East Syria specifically veterinary aspects.
  • Ability to work under pressure in a high-pace environment.
  • Ability to manage complaints.
  • Willingness to follow instructions, especially those related to security.
  • Excellent social and communication skills.
  • High commitment to cultural sensitivity, honesty, integrity, Trustworthiness and accountability.
  • Organized, methodical, and thorough work ethic.

Job Description:

DUTIES AND RESPONSIBILITIES

Under the supervision of the FSL Project Officer – Agriculture, FSL Project Assistant – Agriculture responsibilities include:

  1. a) Field Activities:
  2. Prompt and accurate data collection in the form of household surveys, focus-group discussions & key informant interviews either on paper or via mobile app for the purpose of assessments, beneficiary selection and follow-up.
  3. Provide clear and precise training to beneficiaries following training guidelines in a manner which is easily accessible to all beneficiaries.
  4. Providing support during distributions in regard to organizing and communicating positively with beneficiaries, checking quality of items to be distributed, ensuring accurate documentation of receipt and safety of the site.
  5. Managing teams of enumerators when required (providing direction, monitoring and organizing tasks).
  6. Raising any challenges or opportunities identified to project officer and team leader.
  7. Liaising with the local authorities and beneficiaries of area of intervention of the projects in order to ensure positive local opinion of ACTED and the project.
  8. Works with the local authorities to understand the market and systems within which the targeting and implementation of projects will be conducted.
  9. Participates to and support technical assessments for potential targeting areas for defining new intervention areas considering livestock gaps and actual relevant issues.
  10. Regular follow-up and monitoring of project activities in an organized manner and ensure feedback receiving from beneficiaries throughout the project cycle (registration, identification of activities, distributions, and monitoring).
  11. Sensitize beneficiary communities on project objectives and activities, collect and report feedback
  12. Support other FSL sub-sector teams in field quantitative tasks (non-technical) once needed in tense phase of FSL program.
  13. Participate in FSL assessments defined be the project manager/coordinator aligned with cluster coordination.
  14. Protection Mainstreaming through the programming and distribution, ensuring that beneficiaries with specific needs are prioritized and additional assistance is provided when required.
  15. b) Reporting
  16. Collects photos of program implementation and ensure that donor visibility is respected.
  17. Assists in the identification and location of beneficiaries when requested.
  18. Draft activity reports and submit daily and weekly updates to the line manager.
  19. Regular reporting to Project Officer for any challenges identified in the field.
  20. c) Technical Tasks
  21. Conduct technical checks of inputs with potential suppliers ensuring alignment with ACTED policies and procedures.
  22. Supervise preparation and distribution of fodder ensuring quality.
  23. Preparation of livestock relevant training materials and bill of quantities for communities and supporting departments.
  24. Supports the implementing of agriculture livestock activities through in-kind, voucher, and cash modalities.
  25. Participates to elaborate deliverables to specification and within timeline.
  26. Provide required information to relevant parties as dictated by the line manager.
  27. Participates in identifying and documenting best practices and lessons learned.
  28. d) Administration and Other Tasks
  29. Assisting in quality control through data cleaning.
  30. Assist team leader/project officers with preparing for field activities in terms of preparing documents and materials required as directed.
  31. Assist officer’s/team leaders/senior officers with documentation review and archiving.
  32. Data entry of hard records of data collection.
  33. Maintain an efficient, organized system of paperwork and reporting for field work.
  34. Ensure timely departure and return from the field: this includes leaving to the field with all necessary documents and materials to complete a successful workday.
  35. To perform other duties as requested by the project and country management team.

KEY PERFORMANCE INDICATORS

  • Functioning and effective communication with community, positive feedback from the targeting communities.
  • Effective and accurate data collection conducted for all field missions (if applicable).
  • # BoQs and training materials He/she participated in designing with the FSL project officer.
  • Effective Agriculture field documents have been filled and signed with accordance to ACTED compliance policies and SOPs.
  • Number of lessons learned, and best practices collected and documented over the past 6 months.
  • Number of technical trainings, technical follow-ups have been provided in the last Six month.

JOB PURPOSE

Under the supervision of the FSL Project Officer – Agriculture, Team Leader or Senior Officer, FSL Project Assistant – veterinary will have a key role in timely implementation of agriculture activities (mainly veterinary), management of the field teams of enumerators, planning and reporting.

S/He will be providing expert guidance for agriculture team in terms of livestock aspects, ensuring safe usage of veterinary inputs usage by targeting communities, leading technical supervision during preparation and distribution of inputs.

S/He will be a direct part of the field team, performing registration, distribution and monitoring of project related activities. This includes but is not limited to farmer support, kitchen gardens, poultry, livestock support, technical equipment support and polytunnels.

He/she will be required to spend 80% of time in the field in remote locations, working with the local communities, supporting creation of associations and assessing potential areas of intervention, which are Hasake and Der Ezzor Governorates. 20% of the time will be allocated to technical revision of training materials, procurements, registrations lists, database management and documentation archiving.

– Will interact with all other departments (Programs, Coordination, Programs, FLATS departments, AMEU).

 External:

– Authorities in areas of influence

– Village Communes (village leaders)

OBJECTIVES

– Mission 1: Support in implementation of FSL – Agriculture field tasks and operation.

– Mission 2: Field focus program staff ensuring good representation of ACTED policies, procedures, code of conduct and SOPs to targeting communities and local authorities.

– Mission 3: Technical support provision for project officer for all veterinary technical aspects of the project, including but not limited to preparation of training materials, conducting technical checks, supervision of preparation of fodder, quality assurance of inputs during distribution.
