Job Requirements:

To be successful in this role you must have:

Education and experience:

– University degree in relevant field.

Knowledge and Experience

Required:

  • At least 3 years in NGO experience.
  • At least 1 year in related field
  • Prior work in security or a security-related field (NGO security, health and safety, coordination with armed forces)
  • Experience handling negotiations with government or armed actors or tribal figures
  • Fluency in English (Speaking, Writing, Reading)
  • Fluency in Arabic (Speaking, Writing, Reading)

Desired:

  • Fluency in Kurdish (Speaking, Writing, Reading)
  • Prior experience producing reports, research, or analysis
  • Prior management of a team
  • Prior experience in or working directly with the Self Administration
  • Prior experience working in Derik, Qamishli, Hasakeh city, al-Hol, Raqqa, Tabqa, Kobane, Manbij, or Der Ezzor
  • Prior experience working in more than one governorate (Hasakeh + Raqqa OR Der Ezzor OR Aleppo)
  • Prior experience with duties of interpretation or translation
  • Ability to multi-task and prioritize in a fast-paced work environment
  • Flexible work attitude: able to work productively in a team environment as well as independently

We offer

The organization will offer the successful applicant a contract for 7 months duration until 30 June 2022 renewable dependent on both funding and performance.

Desirable starting date is As Soon As Possible.

The position is based in North East Syria (Amuda – Hasake governorate), with regular trips to Raqqa governorate and Der Ezzor governorate.

Salary and conditions will be according to salary grid and experience

         

Job Description:

Duties and Responsibilities

Under direct responsibility of the HASM NES, your objectives are:

  • Keep organization staff in Hasakeh, Raqqa, and Der Ezzor safe
  • Ensure organization access to authorities and communities in need
  • Provide accurate and actionable analysis on context in Northeast Syria
  • Lead and advise on crisis response
  • Manage organization guards and NES HAS Unit in the absence of NES HASM

Essential Job Responsibilities

SECURITY

  • Develop and uphold standard security SOPs for background checks, cross-border, movements, premises safety, and communication
  • Oversee background checks for incoming the organization staff
  • Prepare and train the organization staff on security procedures, including incoming staff, guards, and drivers
  • Manage risks in coordination with Logistics, Finance, Human Resources, and Program departments to resolve issues as they arise and ensure a conflict sensitive approach

HUMANITARIAN ACCESS

  • Contact formal and informal political, military, and social authorities in the organization field sites, bases, and regular routes
  • Handle sensitive, high-level negotiations around organization areas of priority: health, humanitarian mine action, and security forces
  • Develop strategy and advise on engagement with the authorities by different members of the HAS Unit

ANALYSIS

  • Daily monitoring of the political, military, economic, social, and humanitarian context in Northeast Syria
  • Develop a network of sources for confirmation of information
  • Examine the trends and root causes of security threats and advise all departments on mitigation measures
  • Review weekly reports and contribute ad-hoc reporting

CRISIS RESPONSE

  • Lead crisis response by coordinating HAS Unit staff
  • Coordinate with NES-level managers to ensure rapid response and follow-up
  • Advise the Incident Management Team and Senior Management Team during an incident

MANAGEMENT

  • Line manage guards in Hasakeh, Raqqa, and Der Ezzor and coordinate rotations with HAS Unit base officers
  • Capacity build HAS Unit base officers on humanitarian access, translation, and security decision-making
  • Capacity build Tracking Operators, guards for potential growth in other departments in organization NES Hub

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

The Job will require temporary displacements in the region for training purposes, to cover gaps or if additional support to the team is require (Hassake, Raqqa or Deir Ezzor governorates)
