Job Requirements:

Essential

  • Minimum of 5 years experience working in the field of CAAFAG/MHPSS/Justice for Children in a complex emergency setting.
  • Education at Masters level in a relevant subject and/or equivalent field experience
  • Previous experience of programme management in areas of restricted access or high security
  • Previous experience of preparing successful funding proposals for donors
  • Previous experience of engaging with multiple stakeholders and representing an organization in a complexed environment.
  • Budget development and financial management skills
  • Demonstrated experiences in leading assessment activities and of designing, managing, monitoring and evaluation of safe programmes in restricted access areas.
  • Proven capacity to supervise, train and mentor staff on CAAFAG /MHPSS technical skills and supporting contextualized trainings for key stakeholders and partners.
  • Experience of applying relevant international standards into a safe programming environment
  • Experience of facilitating participatory approaches with children, young people and communities
  • Experience of representation, including on coordination mechanisms (cluster or working groups) and working with local/ government authorities.
  • A high level of written and spoken English
  • Excellent communication skills, proactively clarifies information sharing and checks for understanding
  • Politically and culturally sensitive with qualities of patience, tact, diplomacy and an orientation towards safety
  • Strong team building, influencing skills and experience in advocacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
  • Commitment to the aims and principles of SC, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support

Desirable

  • Language skills in Kurdish or Arabic is advantageous

Job Description:

Implementation of Quality, Integrated and Safe Programming

  • Working with the Head of Programmes – NES, Child Protection Specialist – NES and Senior Child Protection Technical Advisor – MO to support the contextualisation and implementation of the Justice for Children framework. S/he should support the following areas, as appropriate

o Contribute to the Justice for Children framework in NES by working in coordination with the relevant stakeholders.

o Support the operationalisation of key activities as outlined in the framework and in coordination with relevant stakeholders.

o Coordinate proactively with other sectors and technical areas to ensure that the needs of children are addressed comprehensively (holistically) and that synergies are considered at the design phase.

o Ensure that the programmes adhere to the principles and framework of safe programming, and support teams to conduct safe programming and assessments. Conduct safe programming

o audits, review, and provide feedback and technical support to improve programming and programmatic approaches.

o Participate in the interagency coordination groups and liaise with humanitarian and UN actors to ensure successful collaboration and standards.

o Utilize tools and products that are aligned with global minimum standards aimed at prevention and response to child recruitment.

o Provide key stakeholders with technical support in relation to SOPs, screening mechanisms, interim care arrangements, community-based re-integration, safe and accessible complaint mechanisms and prevention activities etc.

o Support training and capacity building to staff and partners

o Support staff and partners to ensure that the relevant humanitarian minimum standards are maintained in accordance with the Minimum Standards for Child Protection Humanitarian Action (2019), the IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings, the Core Humanitarian Standard and the Red Cross Code of Conduct, Convention of the Rights of the Child and its optional protocols on the involvement of Children in Armed Conflict,  Paris principles and guidelines on Children Associated with Armed Forces and Armed groups, Vancouver principles on peacekeeping and the prevention of the recruitment and use of Child Soldiers

o Regularly visit field sites to observe and engage with front line staff and to identify ways to provide feedback and plan changes as appropriate.

o Lead the project management of the projects in the detention centers, including staff management and budget management.

o Regularly update the project tracking tools to ensure the realistic plans are in place to achieve the targets in the projects.

Proposal Development, Meal and Reporting

  • Coordinate with Head of Programs to support fundraising efforts for Justice for Children programming, this will include carrying out routine gap analysis, provide high quality input for concept notes and proposals and work closely with PDQ team.
  • Responsible for technical inputs into programme design, proposal development, log frame and quality monitoring and reporting.
  • Responsible for the technical inputs of lessons learned and reflective analysis into high quality programme and donor report on project activities in collaboration with the MEAL and implementation team, and with the support of the Senior CP Advisor and Head of Programs.
  • Work closely with the Monitoring and Evaluation team to develop safe reporting mechanisms and ensuring that children and staff are safely able to report on all aspects of the work.

Capacity Building

  • Mentor, coach and build the capacity of the programme implementation team and partners in the assigned field locations, with close support and coordination from the Senior CP TA.
  • Identify learning and training needs with the relevant partners, authorities, NGO community, UN and other key stakeholders as appropriately needed to be involved to safely program for improved justice for children and MHPSS
  • Identify learning and training opportunities for the organization staff and partners and support and build the capacity of staff at all levels in the organization, building technical capacity and supporting the operational capacity of the national staff.
  • Develop systems for strong hands-on capacity building for the organization staff and partners and work as a mentor and role model for less experienced staff.

Representation, Advocacy and Organizational Learning

  • Ensure that the organization work is coordinated with efforts of other agencies and relevant authorities, and take an active role within interagency coordination groups (i.e. CAAFAG TF, MHPSS and Case Management)
  • Systematically communicate information, actions and priorities from interagency coordination groups with the relevant CAAFAG and MHPSS team and other relevant staff, including Child Protection Specialist and Senior CP TA, to ensure transparency and a real-time feedback loop.
  • Identify opportunities for other sector staff to engage with coordination groups as appropriate, in order to build capacity and share the burden of representation. (i.e Case management, nutrition, education)
  • Develop a strong learning agenda to enable constant and high quality transformation from implementation to organisational Learning
  • Provide contextualised inputs into media and advocacy products related to Justice for children and MHPSS
  • In collaboration with the organization CP colleagues, feed in learning, experiences and evidence to relevant global CAAFAG, Juveniles Justice and MHPSS objectives.

Child Safeguarding

Ensure that the organization Child Safeguarding and PSEA Policies and systems are integrated into programming approaches, and support child protection teams to ensure safe programming.
