Job Title: Partner Capacity Building Officer

Job Requirements:

  • Bachelor’s degree in business administration, economic development, social work or other relevant fields.
  • At least 3 years of relevant experience, previous experience working with non-profit organizations is preferred.
  • Proven ability to work as part of a team
  • Experience in capacity building/ training preferred
  • Strong understanding of the situation of children in the community and demonstrated commitment to improving the lives of children in the community.
  • Strong organizational skills
  • Good spoken and written English
  • Fluency (spoken and written) in Arabic, Kurdish is an added value.
  • Proficiency in computer use including Microsoft Office and excel.
  • Commitment to and understanding of Organization’s aims, values and principles including rights-based approaches and child safeguarding policies and procedures.
  • Flexibility and willingness to change work practices and hours and spend time in the field, sometimes in difficult conditions and with limited resources, and with remote management.
  • Good understanding of the Al Raqqa region, key decision makers and context.

Job Description:

  • Supervise the implementation of high quality program activities delivered by the organization partners in line with grant agreements and with the organization technical requirements
  • Monitor progress of activities against planned achievements, outcomes and impact; evaluate the continued relevance and appropriateness of the intervention.
  • Develop work plans and benchmarks with local partners.
  • Assist partners in planning their activities so that they meet their targets or adjust their work plans if needed.
  • Ensure that the progress reports and relevant donor reports are timely, of high quality and serve to inform management decisions.
  • Support partners in managing and monitoring budget lines for program activities and ensuring appropriate spend.
  • Keep track of salient partner technical, operational, finance, HR, or grants issues and where necessary facilitate support from relevant technical or operations team to ensure continuous support and involvement at all stages of the Programme cycle.
  • Attend monthly review meetings with partners.
  • Update the Area Coordinator on any key concerns that might arise and refer high risk or complex issues to senior decision makers.
  • Maintains good awareness of wider project implementation beyond partner commitments and updates partners on progress, issues and delays
  • Ensure proper documentation for all local partners’ activities.

Training & Capacity Building

  • With the support of Raqqa Area Coordinator and in coordination with the Partnerships Coordinator, develop a capacity building plan based on the analysis of the capacity assessment and discussions with local partners
  • Facilitate trainings on technical topics delivered by the organization specialists and on operational topics such as HR and Finance, according to capacity needs and plans
  • Ensure that all necessary requirements for successful training sessions are prepared in a timely manner including materials, equipment, venue and transportation in coordination with the Area Coordinator and Supply chain team.
  • Ensure proper documentation of all trainings and capacity building sessions, keep track of the attendance sheets and training reports.
  • Develop and adapt training materials (handouts, presentations, etc.) and tools to monitor effectiveness of trainings, including pre and post-tests.
  • Ensure partner staff are aware of the Organization/donor guidelines and policies and that these are adhered to at all times, immediately raise any suspected non-compliance with Award department.
  • Provide support in organizational development to ensure partner organizations have sufficient resources and structures that promote staff well-being, safety and compliance

Coordination and representation

  • Coordinate with other sectors and departments and key local actors and stakeholders as necessary.
  • Act as a focal point for the Organization in following up with partners’ activities in Raqqa.
  • Build and maintain positive working relationships with local partners

Other

  • Ensure a strict adherence to the principles of child protection and child safeguarding at all times, including respect for confidentiality and always acting in the best interests of the child.
  • Comply with the organization policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Any other duties within reason (in line with skills and experience).
