Job Description:
General:
- The Program officer supports the management staff to track day-to-day activities of the MPCA & CFW programs.
- Feeding into the information sharing mechanism in the field, providing with data and field updates to the Emergency program Team leader.
- Respect the security guidelines.
- Supervising the process of collecting and updating data from HAO & Local Council periodically.
- Follow up on adherence to basic protection standards during distributions.
- Conduct other activities as requested by line manager.
Main project tasks:
o Project implementation and monitoring
o Conduct need assessments to identify needs in the operation area.
o Communicate the planning and execution of assessments with community representatives and municipalities.
o Work closely with the Programs team leader to identify emerging needs of the communities.
o Ensure that all partners and municipalities understand the terms of the contracts/MOUs.
o Make sure that the activities are executed according to the plan and strategy, following CVT’ rules and policies.
o Work closely with M&E team to ensure provision of the required information.
o Ensures that project documentation is filled out properly.
o Implementing of Cash for Work, MPCA and Shelter/NFIs projects, ensuring positive and timely communication and reporting with relevant technical personnel and platforms (Humansis).
o Monitors the work of the CfW teams and follows up the contractual commitments plan (field visits to teams’ locations).
o Support municipalities, and CVT staff to solve any problems, challenges, or delays in programming.
o Makes sure that funds transferred to the field are paid in time according to CVT’ policies.
o Inform management staff of any opportunities, challenges or changes to the programming environment.
o Ensure effective and timely communication with other departments as needed (Logistics, Administration, Finance…)
Supervision:
o Lead weekly and monthly planning of cash for work program and Multipurpose Cash Assistance.
o Effectively supervise the team of Program assistants to complete program implementation with a high quality and in a timely manner.
o Coordinate activities with other CfW stakeholders (INGO, LNGO) and/or municipalities (if applicable).
Reporting:
o Daily and weekly reporting on activities of cash for work program.
o Collect and report any new security information, incidents or any change of the context to the line manager.
o Report challenges, successes, relevant issues to the Programs Coordinator.
o Logistics
o Participates in procurement, follows up on the supply chain and stock management as per project plan
o Proactively coordinates with logistics team over implementation plans
Other:
o Ensures security and safety rules are observed in the field by the team members.
o Other tasks as assigned by line manager
