Job Requirements:

Education:

  • University Degree in the field of Development, Agriculture, Nutrition, Social Sciences, Food Security, or other related fields.

Work Experience:

  • Minimum 2 years of experience managing programs with a focus on early recovery & food security or equivalent experience.
  • Equivalent 3-4 years of work experience in basic needs (food, NFI needs)
  • Previous experience working with early recovery, livelihoods or economic development projects.
  • Vast experience in Cash for Work, Agriculture and VSLA programming in the Syrian context is an added advantage.

Demonstrated Skills and Competencies:

  • Experience managing teams of diverse backgrounds.
  • Demonstrated capacity to develop and monitor budgets.
  • Good organizational and time management skills.
  • Strong writing and reporting skills.
  • Strong project planning and strategic design skills.
  • Proficiency in Microsoft Office (specifically Word and Excel) and web based applications.
  • Prior experience with mobile data collection applications is a plus.
  • Ability to link relief and recovery programming.

Language Skills:

  • Fluent in oral and written English and Arabic

Job Description:

Programmatic Design:

  • Support the ERD Senior Manager in the development of needs, market, food security and early recovery assessment data collection tools as required, including but not limited to household surveys, key informant interviews including those with the private sector, local government, and focus group discussion guides.
  • In conjunction with the ERD Coordinator, analyze collected assessment data and develop key programmatic early recovery and food security strategies.
  • Identify and develop partnerships with training providers, local businesses, and local government to support quality design of early recovery and food security related programs.
  • Support the ERD Senior Manager, ERD coordinator to prepare new grant proposal documents, including but not limited to technical narratives, budgets, log frames etc.
  • Explore the feasibility of agro-market based on value chain in collaboration with the Livelihoods Program Manager and Senior ERD Manager.

Program Implementation:

  • In conjunction with Program Officers, the Senior ERD Manager and the ERD Coordinator develop planning documents for all approved projects related to early recovery programming including but not limited to beneficiary selection criteria, work plans, spending plans, procurement plans, M&E plans etc.
  • Develop detailed activity plans in line with program objectives, ensuring that those plans are implemented and any expected delays and / or modifications are communicated and raised in a timely manner with the ERD Coordinator.
  • Supervise and manage all early recovery day to day activities including the management of agricultural/CFW /VSLA and related activities.
  • Work closely with local government, camp management, private sector, other NGOs, and CBOs to inform early recovery and food security interventions.
  • Coordinate with the Women’s Protection and Empowerment team to ensure early recovery programs meet the different needs of men and women, boys, and girls.
  • Lead the development and adaptation of relevant agricultural/ early recovery training curricula with support from ERD Senior Manager and ERD Technical Advisor.
  • Monitor progress of all early recovery programming including regular market assessments and linkages and suggest changes in implementation when and where necessary.
  • Ensure that field activities are implemented in accordance with the approved Standard Operating Procedures (SOPS) and other organization policies.
  • Ensure that early recovery activities are meeting target indicators in relation to approved milestones and of the desired quality to achieve desired goal/impact.

Budget Management:

  • Support the ERD Coordinator and Senior ERD Manager to prepare spending plans, procurement plans and cash projections related to early recovery activities.
  • Ensure budget lines (that he/she is designated as Budget Line Holder) are spent out according to spending plans.
  • Identify and report any foreseeable significant over- or under-spend on approved budgets.

Monitoring, Evaluation, & Reporting:

  • In conjunction with the MEAL team and ERD Technical Unit, develop monitoring and evaluation tools and databases in accordance with the MEAL plan – incorporate core indicators where possible.
  • Conduct routine monitoring visits to project sites to ensure activities are progressing as planned and are of high quality.
  • Compile and submit monthly technical and progress reports and plans to the ERD Coordinator.
  • Prepare narrative donor reports as required.
  • Develop case studies and document lessons learnt of the different programmatic components.
  • In conjunction with the ERD Coordinator and other ERD staff, participate in periodical technical project evaluations and reviews.

Staff Supervision and Capacity Building:

  • Directly supervise Early Recovery staff under his/her line management.
  • Recruit and train new staff as required.
  • Set clear job expectations and performance objectives with each team member and review every 6 months as per the Performance Review schedule.
  • Identify staff gaps, provide mentoring, coaching, capacity building and specialized training to staff on an ongoing basis based on staff development plans and staff performance management plans.

External Relations:

  • Participate/support ERD Senior Manager and ERD coordinator in internal coordination meetings as required.
  • Represent/support ERD Senior Manager and ERD coordinator in interagency coordination meetings as required.
  • Coordinate and follow-up with SRC partner organizations and other project stakeholders as required.

Key Working Relationships:

Position reports to: Senior ERD Manager.

Position directly supervises : Senior Agriculture officer , Two cash for work officers , VSLA officer

Close communication and collaboration: ERD Coordinator, ERD Technical Advisor

Other Internal and/or external contacts:

Internal: Coordinate with others Basic Needs Program Manager, Livelihoods Program Manager, WPE, Protection, Health and HR, Finance, and Supply Chain Departments.

External: Relevant Early Recovery , Cash and Food Security related working groups and task forces.

Job Overview/Summary:

The Economic Recovery and Development (ERD) team supports Syrian IDPs and displaced Iraqis (on and off camps) via food distributions, NFI distributions, voucher, and cash programming as well as targeted livelihoods training and support to small and medium enterprises.  The Early Recovery Program Manager will be responsible for helping to implement the ERD program portfolio specifically focusing on Linking Relief Recovery and Development (LRRD) through a range of program pathways such as Cash for Work, Cash for Assets/ Agriculture protect and productive Assets Creation, Low Input Gardens, VSLA and other related agricultural/food security support interventions.

The Early Recovery Program Manager will work closely with Livelihoods Program Manager, Basic Need/Cash & Vouchers Program Manager and ERD Coordinator to ensure smooth implementation of programmes, expansion and growth of the ERD portfolio. The Early Recovery Program Manager will report to the Snr ERD manager.
