Job Requirements:

The position is based in Amuda, Al Hasakeh-Syria this position reports to Project Manager – FSL and the primary role of FSL officer are to support the program coordinator to provide support in the development, planning, management of the implementing partners as well monitoring of the Food Security and Livelihoods program through the design, documentation, coordination, management and implementation e of the program activities the main role of FSL Officer. The position requires extensive local travel within Northeast Syria.

  • KNOWLEDGE, SKILLS & ABILITIES: University Degree and/or equivalent professional experience in humanitarian projects (specific food security and livelihoods experience is a significant asset, agriculture engineering, veterinary services, or other similar livelihoods focused higher education), having technical knowledge and experience for the specific job
  • Written & verbal proficiency in English, Kurdish & Arabic are required
  • Prior experience of working with local implementing partners
  • Strong interpersonal and communication skills
  • Familiarity with monitoring & evaluation tools & methodologies is preferable
  • Excellent computer skills & budget management
  • Willingness & ability to travel within inside & outside the country
  • Strong Trainer/Facilitator skills
  • Relevant work experience, preferably a minimum of 2 years experience working experience in the project implementation is strongly required, preferable with an international organization
  • Effective verbal and written communication, strong multi-tasking, organizational, prioritization skills are necessary.
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Proactive, creative, and problem-solver.

Responsibilities:

Partner’s projects:

  • Provide required technical backstopping and support the partners on developing high-quality concept notes and proposals, under the leadership, and in coordination with the Project Manager.
  • Assist Project Manager in developing targeting criteria and mechanisms to ensure the needs of identified vulnerable groups are met.
  • Conduct regular monitoring visits to the field to ensure quality programming is being implemented.
  • Coordinate and monitor the activities and progress of the Food Security and Livelihoods program and partners field staff implementing the programs/project.
  • Ensure that all ‘partners’ activities are implemented as per agreed contract, implementation plan, and according to the activity plan.
  • Regularly review ”partners’ budgets and targets to avoid and deviations in collaboration with the Project Manager.
  • Ensure that all partners adhere to humanitarian principles during the implementation of the project activities
  • Ensure that all ‘partners’ activities are implemented as per NPA partnership policies and SoP.
  • Submit weekly partners’ project progress updates, including partners (achievements, plans, and challenges) to the Project Manager.
  • Draft monthly project progression report and share them with the Project Manager.
  • Coordinate with the ‘partners’ technical staff to design the support package in terms of (contents, materials specifications, and quantity) for all activities in coordination with the Project Manager and in line with the FSL WG recommendations, budget limitations, needs, commodities prices and availability in the market, considering using the organic materials, green/clean energy, smart climate solutions when proper and available.
  • Participate in the procurements process as technical to check the quality of the sample on tender opening and when receiving the supplies, including ensure full and proper inventory.
  • When needed, participate in data collection (baseline, verifications, PDMs, PHMs, end line, on-site monitoring, end line evaluations).
  • Develop and submit weekly movement plan for the FSL program.
  • Supervise all the partners distributions, review the distributins lists and make sure that the partners use NPA standard distribution lists, and adherence to NPA distribution SoP, and ensure that the partners palnned the distribution properaly and engaged and informed all the stackholders.
  • Supervise all cash distributions, including review the distribution list, check the calculation based on the supporting docs (particularly for CfW), and ensure the partners adherence to NPA distribution SoP, planning the distributions properaly and engaging and informing all the stackholders.
  • When possible due to the security situation, monitor the partners distribution provide feedback and correction action plan when needed.

Partners capacity building:

  • Contribute to design customized training for the partners learning and development.
  • Mentor and coach partner staff through day to day follow up and develop learning needs assessment and capacity building plans for partner staff.
  • Organize and facilitate a training session for partner technical staff in close collaboration and guidance of the Project Manager.
  • Any other duties assigned to him/her by the line manager.
