A non-profit, non-governmental organization is implementing the project “Supply of IT Equipment for ACTED Office” and is inviting contractors to submit their offers for IT Equipment Supplies, North-East Syria.

The closing date of this tender is fixed on 27/07/2021 at 12:00 local time in Jordan.  All Offers must be submitted by email at: syria.operations@gmail.com

Late offers will be automatically rejected.

General conditions:

  1. Tenderers will fill, sign, stamp and return the Offer form according to ACTED’s format. Alternative formats, electronic signute and stamps, white ink, or correction by hand are not accepted.
  2. The offer to the call for tender will not result in the award of a contract and ACTED will not be responsible for any costs or expenses incurred by the Bidders in connection with the preparation and submission of their bids to ACTED.
  3. If the quoted item does not meet the donor restriction or requirements, the supplier will gain another chance to submit another sample with similar specification without changing the price, and that will be if they were provided the lowest price.
  4. Late offers will not be considered.
  5. To ensure that funds are used exclusively for humanitarian purposes and in accordance with donors’ compliance requirements, all contract offers are subject to the condition that contractors do not appear on anti-terrorism lists, in line with ACTED’s anti-terrorism policy. To this end, ACTED reserves the right to carry out anti-terrorism checks on contractor, its board members, staff, volunteers, consultants, financial service providers and sub-contractor.”
  6. Each Tenderer is entitled to submit one final offer. Company name, representative and signature, contact details (telephone number and/or email address) should be unique to the Tenderer.  Company Stamps should be unique, and any information contained in them should be unique to the company submitting the offer.  Any similarities found between Tenderers could result in rejecting the of the offers.
  7. Offers shall be submitted through Email. Therefore, Bidders can send their offers by email using PDF/RAR files, or sending several emails. Offers will not be accepted via Google Drive, DropBox, WeTransfer links or any similar links.
  8. Please note that the technical evaluation will be based on PASS/FAIL criteria. Contract will be awarded to the highest-total scoring offer per lot which offer the lowest price, eligible bidders will be invited for technical checks after the closing date of the tender. ACTED reserves the right to invite one or more bidders to the technical check, prioritizing the lowest cost offers.
  9. ACTED has the right to revise the price upon contract signature or when the price is subject to change by external factors based on market assessment conducted by ACTED.
  10. Suppliers are invited to provide as many proof of inventory to allow ACTED to assess the number of unit that will be delivered respecting the delivery conditions indicated in the Technical Specifications.

شروط عامة:

  1. يقوم المتقدمين للعطاء بملئ , توقيع و ختم نموذج اكتد لطلب عرض السعر. سيتم رفض العروض التي ملأت على نماذج بديلة عن نموذج اكتد، او التي تحتوي على توقيع و ختم الكتروني، او التي تم استخدام طامس او حبر ابيض عليها ، او تم اي تعديل بخط اليد عليها.

  1. التقدم للعطاء لا يلزم آكتد بإحالة أي عقد هذا ولا تتحمل آكتد أي تكاليف تحملها المتقدم أثناء تحضير عرض سعره و تقديمه لآكتد.

3.في حالة عدم استيفاء السلعة المعروضة لقيود أو متطلبات الجهة المانحة ، سيكسب المورد فرصة أخرى لتقديم عينة أخرى بمواصفات مماثلة دون تغيير السعر ، ويكون ذلك في حالة تقديمه بأقل سعر

  1. ترفض العروض المتأخرة.

  1. للتأكد أن المنح مستخدمة لغايات إنسانية حصراً و بناءً على متطلبات اللإلتزام من قبل المانحين , لا تحال العقود لأي مقاول مذكور في أي من قوائم الإرهاب تماشياً مع سياسة آكتد ضد الإرهاب. وإنطلاقاً من ذلك يحق لآكتد القيام بمسح أمني على المقاول , أعضاء هيئته الإدارية , موظفيه , متطوعينه , مستشاريه , الشركات المتقدمة له بالخدمات المالية أو مقاوليه الفرعيين.

  1. على كل متقدم بالعطاء تقديم عرض نهائي واحد فقط. على إسم الشركة , ممثلها و توقيعه و معلومات الإتصال أن تكون خاصة بالمقاول حصراً ومميزة. كذلك أختام الشركة و ما تحويه من معلومات , علماً أن العروض التي يوجد بينها أي تشابه بهذه المعلومات مرفوضة.

  1. يجب ان ترسل العروض عن طريق الايميل. لذلك يمكن للمزودين ارسال عروضهم عن طريق الايميل بارسال بصيغة ملف PDF / RAR , أو عن طريق ارسال أكثر من ايميل. لن يتم قبول الملفات المرسلة عن طريق رابط دروبوكس او درايف او وي ترانسفير أو أي رابط اخر.

  1. . يرجى ملاحظة أن التقييم الفني سوف يعتمد على معايير ناجح / راسب سيتم منح العقد لافضل عرض تقني لكل مجموعة قام بتقدم أقل سعر ، وستتم دعوة مقدمي العطاءات المؤهلين لإجراء فحوصات فنية بعد تاريخ إغلاق العطاء. تحتفظ اكتد بالحق في دعوة مقدم عطاء واحد أو أكثر للفحص الفني ، مع إعطاء الأولوية للعروض الأقل تكلفة.

  1. يحق لـ ACTED مراجعة سعر عند توقيع العقد أو عندما يكون السعر عرضة للتغيير بواسطة عوامل خارجية بناءً على تقييم السوق الذي أجرته

10يرجى من الموردين تقديم أكبر عدد ممكن من إثباتات المخزون للسماح لـ ACTED بتقييم عدد الوحدات التي سيتم تسليمها وفقًا لشروط التسليم الموضحة في المواصفات الفنية.
