Job Requirements:

  1. Professional Skills:

 Bachelor’s degree in relevant fields, such as social sciences, computer science, information technology or related field of study. A master`s degree will be an advantage.

 At least. 3 years of experience in relevant fields, of which, at least one year of experience is in humanitarian programming.

  1. Skills and Competencies:

 Demonstrated interest in humanitarian work and supporting people affected by conflict

 Demonstrated skills in data analysis using software packages, excellent working knowledge of Microsoft excel and data visualization; previous experience with CommCare and Power BI preferred.

 Demonstrated ability to self-motivate, use initiative, be flexible, and actively contribute to program’s success and development.

 Positive and professional attitude, patient, flexible, and able work under pressure

 Team-oriented and collaborative

 Ability to work well both within a team and independently.

 Excellent communication, facilitation, problem-solving, cross-cultural and interpersonal skills.

 Fluency in Arabic required; professional proficiency in English required; Kurdish language skills a plus.

 Previous experience in Syria region preferred but not required.

 A creative and analytical thinker, with strong coaching and mentoring skills, who has a proven ability to lead in capacity and organizational development.

Job Description:

1) Support the IKM in the continued adoption of data collection, management, and analysis tools across the NES Syria ERD teams striving for alignment in processes and information where possible.

  1. Collaborate with country and regional ERD and MEAL teams, to ensure the ERD system is meeting objectives of monitoring activities, data management needs, reporting requirements, and information sharing.
  2. Implement processes and procedures for information management

 Maintaining and using the CommCare and Ona platforms to collect data from basic needs, cash for work, and livelihoods programming.

 Develop and implement strategies for collecting, storing, cleaning, and analyzing data using CommCare, Ona, PowerBI, and other platforms from basic needs, cash for work, and livelihoods programming.

 Develop training materials and train program staff in the management and use of information and support the training of program staff on the system to be used, devices and any other end-users’ issues related to data management and security.

 Support the development of appropriate MEAL tools and the collection of program data from basic needs, cash for work, and livelihoods programming.

 Support the data collection and tools development for  integration  cash approach with Health , Protection program

2) Oversee and maintain the ERD Information System

 Maintain harmonized datasets for all program components in line with coordination needs, programming and data management needs.

 Ensure system remains aligned with donor and cluster plans.

 Regularly provide capacity building to increase quality entry and usage of data.

 Work in collaboration with the ERD and MEAL teams to continually identify gaps and solutions in the system including data collection, entry, analysis, and dissemination.

 Ensure that data is submitted by ERD and MEAL staff in a timely manner, enforcing data collection, entry, and quality standards.

 Provide information for internal and donor reporting.

 Accountable for ongoing information security of ERD data.

 Update and monitor cash unique ID platform and share the data align with data sharing protocol.

Program Monitoring, Support & Capacity-Building:

  1. Perform training of field staff and roll-out of field-level tools

 Assess training needs of ERD team of all different levels.

 Develop training materials and user guides that the team can adapt and utilize in different programs.

 Support in-person and remote rollout and training for data collection tools and forms.

 Provide continual technical guidance and support and supervision as needed.

  1. Make regular /scheduled support and supervisory field visits to provide continual technical support and monitoring of the data systems and ensure standardized tools are used across all program sites.
  2. Support end users to adopt the system according to their role, information needs, and permission levels.
  3. Develop strategies for monitoring ERD strategic indicators for more efficient and effective response.

Documentation and Reporting:

  1. Build and Maintain program dashboards and fulfill regular reporting requirements and submission deadlines from the ERD Managers and Coordinator, and Grants and share with the teams;
  2. Ensure the required data in the required form and format i.e., disaggregated, cumulative etc. for different sites and donors is prepared early and available to the ERD Managers in a timely manner taking in to account reporting deadlines for various Grants.
  3. Participate in preparation of internal and external reports, including submission of weekly reports to ERD Coordinator.
  4. Support project staff to maintain program records and documentation as per project management minimum standards, including maintaining the confidentiality and security of sensitive data where applicable.
  5. Promote the culture of learning and documentation so that lessons learned, and good practices are documented and shared for institutional memory and learning as well as to advocate on behalf of the communities with which we work.

Job Overview/Summary:

As a member of the Organization Syria Economic Recovery and Development program, the ERD Senior Information Management Officer will work closely with the ERD Coordinator, ERD Managers and the MEAL Coordinator to build, expand, and implement information systems to support programming in Syria. The position will be based in Derek/ Hassakah. The IMSO reports to the ERD Senior Manager.
