General Description:

The Senior MEAL Officer is required to primarily support development and implementation of MEAL systems throughout NPA’s Programmes in Syria. This is a key position within the organisation under the direct line management of MEAL Manager and is based in Amuda. This position will provide mainly data management support to the MEAL team in Syria in addition to implementing MEAL related activities in consultation with the relevant project staff throughout NPA’s programmes. The position will also provide direct support to NPA’s partners in the data management in order to develop quality internal systems and monitoring tools and outcomes.

Specific description:

The position will have four main roles/ areas of responsibility with following time percentage for each:

– Data management (40%)

– Monitoring and evaluation (35%)

– Capacity building (15%)

– Staff management (10%)

Data management:

  • Provide guidance and troubleshooting on data management as required and directed by the MEAL Manager and Programme Managers. This include training the MEAL Officers on data collection tools, data analysis methodology and tools as well as regular data management.
  • Design different databases based on the requirement of NPA programmes using dedicated softwares such as Access.
  • Work closely with MEAL and program team to ensure discrepancies in data are resolved by using standard procedures.
  • Maintain master copies of data collection forms and ensure accurate updating. Support documentation for data management system electronically and ensure accessibility to relevant teams.
  • Work closely with program team to ensure data entry is carried out through the projects databases and update the system on monthly basis as appropriate.
  • Analyse data using data analysis softwares such as Access, SPSS, etc, and generate different reports and data for NPA projects, as needed, and share with the Managers for review and dissemination.
  • Coordinate closely with NPA partners, in coordination with NPA program and MEAL teams, to ensure the data received is accurate and up to date.
  • Based on data received from MEAL and program teams, update and produce quarterly indicators tracking sheet and share the same with MEAL Manager for review and dissemination.
  • Support in producing different kind of visualized reports and info-graphs using data visualization softwares.
  • Review and maintain efficient and effective database backup procedures to enable the provision of successful and accurate backups and ensure safe and confidential keeping of all soft data produced.
  • Provide inputs for updating the projects tracking matrix and share the same with the MEAL Manager for review and dissemination.
  • Be the focal point for managing NPA’s projects archive drive for NES and secure information by completing data base backups and update project folders.
  • Ensure field feedback is received from field officers, analysed and reported as appropriate.
  • Support the Managers and program team in providing data required for proposal writing and quality assurance of log-frames and M&E plan.

Monitoring and Evaluation:

  • Strengthen monitoring and evaluation procedures and systems with direct guidance from MEAL Manager through organizing ensuring implementation of standard NPA M&E systems and procedures.
  • Contribute to proposal writing and quality assurance of log-frames and MEAL inputs in proposals.
  • Create framework and procedures for the monitoring and evaluation of project activities and results with support from the MEAL Manager, in line with Log Frames and objectives as defined by the Programme Managers.
  • Work closely with the Programme Managers in designing and developing logical frameworks and output, outcome and a results-based monitoring systems.
  • Contribute to reporting and quality assure all reporting on outputs and results, including implementing monitoring systems in complex situations.
  • Support and facilitate conduction of any external evaluation missions and monitor the follow up of evaluation recommendations.
  • Conduct monitoring site visits to different project locations project activities to measure performance against the work plan.
  • Ensure the accountability systems is in place towards beneficiaries, partners and donors.
  • Contribute to further development and continuous updating of the accountability strategy in line with NPA standards.
  • Manage and improve the complaint and feedback mechanisms for the programme including tracking of follow-up, ensuring adherence to agreed standards.
  • Share accountability findings with the programme teams in an appropriate format.
  • Conduct reviews, learning events, surveys at project locations.
  • Facilitate information sharing and learning between NPA and relevant stakeholders. including members and relevant government institutions as required.
  • Ensure proper documentation of NPA experiences and lessons learned.
  • Support the development of a proper and effective data management system.
  • Provide information and inputs to be used for NPA communication and reporting materials.
  • Support Programme Managers on research, baselines, data collection tools and analyse log frames to ensure high impacting data is collected.

Capacity building:

  • Develop relevant training modules and train MEAL staff of both NPA and partners on project-specific tools and systems to track and document progress against outputs, outcomes and results.
  • Work closely with partner MEAL staff or focal points and provide support as appropriate.
  • Provide training to partners on accountability and support them in setting up own mechanisms.
  • Contribute to organizational development of local partners, including supporting the MEAL Manager in developing systems to track progress on capacity building and organizational development of partners.
  • Conduct coaching/ mentoring for MEAL staff of NPA’s partners through on the job trainings.

Staff management:

  • Provide technical supervision and guidance to the MEAL team and ensure all the tasks are performed in a proper and smooth way.
  • Provide mentoring and on the job coaching to the MEAL team and ensure precise and detailed monitoring reports are written.

Reference is made to the NPA Regulation for Delegation or Authority, Quality Management and Guidelines for the NPA Iraq-Syria Office.         

Job Description:

  • A minimum of 3-5 years progressively responsible experience in Data Management, Monitoring, Evaluation, Accountability and Learning.
  • Excellent written & verbal proficiency in English, Arabic and Kurdish.
  • At least university degree in Social Science, Political Science, Business Administration, Economics, Management, or in a related area is preferred. Master’s degree or equivalent is preferred.
  • Excellent analytical and reporting skills, with the ability to develop useful tools and formats in coordination with the Programme Managers.
  • Extensive experience in the design and implementation of M&E in development and humanitarian projects implemented by national/international NGOs/UN bodies/ Government.
  • Extensive experience in working with partners through capacity building.
  • Extensive experience in project planning, proposal development and Log-Frames.
  • Experience in digital data collection tools.
  • Ability to work independently and take initiative.
  • Good interpersonal skills, good communication, planning, organizational compliance, systems development & ability to work well in a team.
  • Able to work effectively under, & adapt to, difficult conditions.
  • Strong training and facilitation skills.
  • Experience working in a multi-cultural and/or international work environment.
  • Have a good understanding of the political interests, geography and issues related to access and programme implementation throughout Syria.
  • Ability to supervise, train and support other members of his/her team to collect data and information in a sensitive and acceptable manner.

Additional qualities:
