Job Requirements:

MSc Degree in civil is preferable, construction management or related to the role (please explain in the application letter why you think your education and/or professional background is appropriate).

Experience in Microsoft Office Programs, Word, Excel, and PowerPoint

Able to communicate with the team (to listen, advise, support, solve conflicts, motivate, etc.).

Experience with participatory fieldwork, methodologies, monitoring, and reporting.

Knowledge of humanitarian principles and code of conduct.

Patience, good personal organization, good communication, and ability to work in teams, seriously, rigorously, and personal accountability.

Initiative, flexibility, and willingness to learn.

Ability to work under time pressure, independently, and with limited supervision.

EXPERIENCE and SKILLS

AutoCAD/ Civil 3D or Sketch up, experience.

Computer literate (IT) and good level of numeracy.

Minimum 5 years’ experience in the field and in a related position. Preferably more, organizing the job of subordinates and mentoring them.

Fluency in written and spoken English and local language is a must “Arabic”.

Job Description:

Research new areas of interest involved in different fields of engineering and develop innovative plans and strategies to achieve them.

Manage all the engineering activities workflow and quality.

Provide leadership and guidance to the engineering team in the field.

Developing and maintaining project daily plans, schedules, and estimated budgets for projects to ensure that objectives are met.

Estimating costs for new projects based on the scope of work and time frame.

Coordinating with other team members (e.g., M&E, Log and SC, contractors, suppliers and engineering team) to manage and accomplish the projects.

Liaising with Blumont’s team in different departments to provide guidance on any technical-related topics under the supervision of the Technical Engineering Coordinator.

Enforce the implementation of quality and safety regulations on all ongoing activities.

Ensuring that projects are completed on schedule and within budget by monitoring progress and communicating with team members.

Maintaining records of construction progress, including written reports and digital images.

Preparing documentation for all phases of projects, including identifying risks and developing contingency plans.

Preparing project packages, including drawings and specifications for contractors to utilize.

Directing the activities of a construction project from start to finish, including planning, organizing, scheduling, and overseeing the work of other project members.

Assist in the coordination and interface of all engineering disciplines.

Report to the Technical Engineering coordinator and collaborate with all members of the engineering discipline team to facilitate the general workflow.

Assist in the collection and dissemination of information within the engineering team and other related program teams.

Prepare engineering weekly and progress reports.

Attend technical and project coordination meetings.

Meeting with implementing partners and contractors for engineering projects

Prepare and develop Engineering designs, accurate Bills of Quantities (BoQs), and detailed technical drawings for all Infrastructural projects/ interventions including WASH. In liaison with relevant technical staff, under the supervision of the Technical Engineering Coordinator according to international engineering standards.

In coordination with the Program Director, plan and improve solutions to challenges identified by the implementing contractors, community and other stakeholders under the supervision of the Technical Engineering Coordinator.

Maintaining a good professional relationship between Blumont and the implementing partners, communities, and contractors.

Prepare and compile all engineering projects’ handover documents and paperwork after completion of all project activities.

Enable the use of environment-friendly solutions material and consider climate change concerns in the design and implementation of works to the extent feasible.

Ensure the compliance of the implemented works with the technical requirements and engineering standards.

Any other duties based as assigned.
