–           Academic Qualification:

Graduate of an Institute or University in the field of Information Technology, Information Management, Geo information management or any other relevant field

–           Experience required

  • Minimum three years of working experience with GIS and IM on-field operational level.
  • Ability to coordinate with local administrators, government, NGOs working with community projects, and agencies involved in mine-action.
  • Good knowledge of GIS systems and supporting software (ESRI ArcMap10.2 are required), and experience in the development and management of spatial/geographic data layers.
  • A minimum of two years of progressively responsible experience in information management, GIS, database management/Administration (familiarity with Python, PHP, HTML or any other programming language), data visualization, or data analysis is required.
  • In-depth knowledge of database and GIS software, and computer networks, good knowledge of related hardware and peripheral equipment.
  • Very good knowledge in cartography.
  • Understanding data QA/QC processes for information management are essential.
  • Possess advanced skills in MS-Access, MS SQL Server, Web design.
  • Advanced knowledge of programming theory and relational database principles.
  • Ability to work under pressure and long hours at different locations.
  • Flexible and adaptable to any situation.

Language required

  • Good working knowledge of English, Arabic (written and spoken).

Scope of work

The role of the Information Management capacity building officer is to strengthen the NES Mine Action Office (NESMAO)’s Information Management and GIS capacities. Under the supervision of the IM/GIS Technical Advisor, he/she will support the NESMAO in utilizing mine action data, to drive evidence-based NESMAO’s strategies in Northeast Syria. He/she will also support the IM/GIS Technical Advisor to develop and review IM/GIS tools and applications dedicated to NESMAO’s operations.

This role will entail

–           Assist the NESMAO in extracting data from IMSMAng , analyzing and visualizing it to support NESMAO’s planning and prioritization strategies in NES.

–           Assist in establishing NES IM standards with standardized data collection forms and sharing process in coordination with the Mine Action Sub Working Group.

–           Assist in providing IM and GIS training to the NESMAO

Responsibilities

  • Liaise with NESMAO and MASWG information management officers to build information management relationships for gathering reliable data and for using data collection tools.
  • Assist in advising the MASWG on the current Information Management system based on NESMAO’s requirements and accepted international standards.
  • To be responsible for administration and support with relevant datasets and/or databases including content, structure, file location, backup system of NESMAO.
  • Facilitate partner organizations to agree upon standards in data collection for Mine action activity.
  • Provide recommendations based on NESMAO’s needs to customize when needed the data collection tools and ArcGIS portal and accommodate newly developed NESMAO applications.
  • Under the supervision of the GIS/IM technical advisor and in coordination with partners and the MASGW, to develop NES Information Management standards including standardized IMSMA forms and a data workflow.
  • Contribute to situational analysis, improving quality of service delivery and identifying service gaps of the NESMAO.
  • Assist and support implementation of trainings, meetings, conferences, workshops, and all IM activities planned for the NESMAO.
  • Will be responsible for creating infographics, maps, dashboards, reports and all related IM products as requested for the NESMAO’s operations.
  • Support NESMAO in identifying gaps in data and information relevant to Mine action operations.
  • Will be responsible for providing advice to the NESMAO on all information management and geospatial functionality, and requirements.
  • Complete additional tasks assigned by Supervisor.
  • Follow and comply with iMMAP Inc security/safety procedures
